The circle is for a minor chord with a flattened 5th and minor (or flattened) 7th, ie. A diminished 7th.

If its a major with a minor (or dominant 7th) and flattened 5th it wouldnt be shown with a circle. It is what the American Jazzers call a half diminished.

euro jazzers, or at least those from bulgaria and croatia call it a two/thirds diminished
